I spoke.
An extract from the "Times" is registered
at 2, showing that the aeroplane mentioned in 1 was
one from an aircraft carrier which was engaged in
exercises near Hong Kong.

It appears that the Governor is under a mis-
"the apprehension in saying that/vessel may have been
within the Hong Kong territory according to the 1841
Treaty". The 1842 Treaty, which ceded Hong Kong to
Great Britain did no more than cede to Great Britain
the island of Hong Kong. The Convention of 1898, however, enlarged the limits of British territory to
its present extent, and included a wide area of open
sea within which all territory was to be British.
The marking which appears on the map, however, is
misleading. "It does not mean that there is a
purported lease of any waters outside normal
territorial waters; it is merely a delimitation of
the area within which all territory is leased, and
accompanying the territory, of course, the normal
territorial waters". (This is excluding the special
areas of Mirs Bay and Deep Bay, in which Chinese
vessels of war have certain rights).
Copies of this telegram have already been
distributed to the F.0. and the Service Departments.
